Porirua Community-Led Commissioning
What is Porirua Community-Led Commissioning?
Community-led Commissioning is about Porirua deciding what services are needed to improve wellbeing, with the voices, lived experience and knowledge of its people at the centre.
This work is supported by Te Rūnanga o Toa Rangatira, Porirua City Council and the Porirua Community Leaders’ Forum, alongside community partners, stakeholders and people with lived experience.
At its heart is the belief that whānau and communities should have meaningful opportunities to influence the services, support and investment that affect their lives

Meet the Kaitiaki Rōpū
The Kaitiaki Rōpū are the governing body guiding this mahi, emerged from the Porirua Leader’s Forum, bringing together diverse perspectives, experiences and knowledge from across our community to support a shared vision for positive change.
What this means for Porirua
-
Community-led commissioning puts local communities at the heart of decisions about the support, services and investment needed in their area.
In Porirua, it means building on our shared priorities and bringing partners together to better coordinate services, align investment and address the issues affecting whānau, guided by local knowledge and lived experience.
-
We’ll build on existing approaches and local knowledge to help shape a model that works for Porirua.
While there is a timeframe for this work, engagement is already planned to bring community voices, local experience and priorities into the process as it develops.
-
Decisions will be guided by Porirua’s shared community priorities, local knowledge and lived experience. The community will have ongoing opportunities to help shape priorities, influence investment decisions and have a say in what success looks like.
This will build on existing connections and engagement through community hui, provider networks and opportunities for whānau, rangatahi and people with lived experience to have their voices heard.
-
There will be no impact or disruption to existing services or how support is currently delivered during the design phase.
This work is about understanding what is working well, identifying gaps and exploring how services could be better coordinated in the future to reflect the needs and priorities of Porirua communities.
-
The model is designed to work even if some services or agencies decide not to join us at the start. Shared goals give everyone a common focus, and those who do take part will help show the value of the approach so others can join over time.
-
Success means seeing real improvements in the things that matter to Porirua communities. This could include better access to support, stronger connections between services and progress on shared priorities.
We’ll work with communities to agree what success looks like and track progress through local feedback, shared measures and ongoing evaluation.
